From my point of view it seems that Microsoft wanted to become the 'trendsetters' for the next generation consoles and how preowned games work in the future by working with the developers so that they also receive some money towards preowned games. This idea sounds good on paper, but evidently caused more problems than it is worth. I think Microsoft hoped that Sony and Nintendo would also follow suit but Sony totally called their bluff at E3... how humiliating!
